Many fans were excited to hear that Mewtwo would be available as a DLC character in Super Smash Bros. for Wii U (and 3DS) when the announcement was officially made in a recent Nintendo Direct; however, it was revealed to come at a high price—you'd need to buy both versions of the game in order to be able to get him.
Understandably, this upset some people, though now things are looking a bit brighter for this situation. Nintendo of Europe mentioned that Mewtwo would be arriving as paid DLC at a later point (after the initial promotion to get him for free by getting both versions), which is no doubt great news for those who only intend to buy one version.
While this has not been confirmed by other regions as of this writing, it appears that NoE was just the first to make the announcement and that there will likely be parity on this situation across all territories. No price has been announced yet, but expect to hear more at a later date.
